According to the website, you will also receive 1 Tier Mile pr US dollar spent on the card, which is valid for 12 months only on a rolling basis, but this should be possible to use to retain status with Etihad even without paying too much to fly with them, so if this is correct, you will actually earn 2.5 miles pr US dollar spent total, which is not significantly less than what it used to be.
The bad thing is that purchases spent on groceries, government services, school fees and similar will only earn 0.75 miles pr US dollar spent, which I personally find way too low, but there are ways around it, like using Beam to pay for groceries in Carrefour.
